ঢাকা, ০৭ সেপ্টেম্বর ২০২৫: পার্বত্য চট্টগ্রাম বিষয়ক মন্ত্রণালয়ের উপদেষ্টা রাষ্ট্রদূত (অব.) সুপ্রদীপ চাকমার সঙ্গে বাংলাদেশে নিযুক্ত নরওয়ের রাষ্ট্রদূত হাকন আরাল্ড গুলব্রান্ডসেন, রয়েল ডেনিশ দূতাবাসের রাষ্ট্রদূত ক্রিস্টিয়ান ব্রিক্স মোলার (ক্রিস) এবং ডেনমার্ক দূতাবাসের সেকেন্ড সেক্রেটারি, হেড অফ পলিটিক্স, ওল্লে লানডিন আজ এক সৌজন্য সাক্ষাৎ করেন।

আজ রবিবার সকালে ঢাকার বেইলি রোডে পার্বত্য চট্টগ্রাম ঐতিহ্য সংরক্ষণ ও গবেষণা কেন্দ্রে উপদেষ্টার অফিস কক্ষে অনুষ্ঠিত এই বৈঠকে পার্বত্য অঞ্চলের টেকসই উন্নয়ন ও বহুমাত্রিক সহযোগিতার সম্ভাবনা নিয়ে ফলপ্রসূ আলোচনা হয়। উপদেষ্টা সুপ্রদীপ চাকমা স্ক্যান্ডিনেভিয়ান তিন কূটনীতিকের উন্নয়ন ভাবনা ও আগ্রহকে সাধুবাদ ও ধন্যবাদ জানান।

উপদেষ্টা সুপ্রদীপ চাকমা বলেন, পার্বত্য চট্টগ্রামের টেকসই উন্নয়নের জন্য কোয়ালিটি এডুকেশন, স্থানীয় জনগণের জীবনমান উন্নয়ন, জীববৈচিত্র্য সংরক্ষণ এবং কৃষি খাতের আধুনিকায়ন অপরিহার্য। উপদেষ্টা উল্লেখ করেন, এসব উদ্যোগ স্থানীয় অর্থনীতিকে সচল করতে এবং কর্মসংস্থান সৃষ্টিতে গুরুত্বপূর্ণ ভূমিকা রাখবে।

উপদেষ্টা সুপ্রদীপ চাকমা আরও বলেন, বর্তমান সরকার গণতান্ত্রিক মূল্যবোধ ও মানবাধিকার বিষয়ে সচেতন এবং এসব বাস্তবায়নে নিরলসভাবে কাজ করে যাচ্ছে। তিনি জানান, মাননীয় প্রধান উপদেষ্টা ড. মুহাম্মদ ইউনূস ঘোষিত পরিকল্পনা অনুযায়ী পার্বত্য চট্টগ্রামে স্টারলিংক ব্যবহারের মাধ্যমে ১০০টি স্কুলে ডিজিটাল কার্যক্রম চালু করা হচ্ছে। ইতোমধ্যে মাল্টিমিডিয়া ক্লাসরুম চালু হয়েছে এবং আগামী ৯০ দিনের মধ্যে ১০০টি স্কুলে স্টারলিংক ব্যবহারে অনলাইন কার্যক্রম সম্পন্ন হবে।

উপদেষ্টা সুপ্রদীপ চাকমা বলেন, বিভিন্ন ভাষাভাষি সম্প্রদায়ের ভাষা ও বর্ণমালাগুলো সংরক্ষণের জন্য প্রাইমারি স্কুল লেভেলে ভাষাভিত্তিক বই মুদ্রণ করা হচ্ছে এবং স্থানীয় ভাষা শিক্ষকদের জন্য বিশেষ প্রশিক্ষণের ব্যবস্থা নেওয়া হবে।

কাপ্তাই লেকের যথাযথ ব্যবহার এবং স্থানীয় সম্পদের সুবিধা নিশ্চিত করার প্রয়োজনীয়তার কথা তুলে ধরে উপদেষ্টা সুপ্রদীপ চাকমা বলেন, পার্বত্য চট্টগ্রামে লাইভলিহুড ডেভেলপমেন্ট একটি গুরুত্বপূর্ণ ইস্যু। পরিবেশ সহায়ক হারমোনিয়াস অর্থনৈতিক উন্নয়ন এবং পানির দুষ্প্রাপ্যতা নিরসনে কার্যকর ব্যবস্থা গ্রহণের পরিকল্পনার কথাও তিনি জানান।

বৈঠকে তিন দেশের প্রতিনিধিরা পিআর এবং বাংলাদেশের নির্বাচন প্রসঙ্গ তুলে ধরেন। জাতিসংঘ হিউম্যান রাইটস অফিস নিয়ে তাদের মনোভাব ব্যক্ত করেন এবং গণতান্ত্রিক উত্তরণে বাংলাদেশ সরকারকে সর্বোচ্চ সহযোগিতার আশ্বাস দেন। উপদেষ্টা আশ্বস্ত করেন যে, নির্বাচন কমিশন ঘোষিত সময়ে সুষ্ঠু, অবাধ এবং অংশগ্রহণমূলক নির্বাচন আয়োজনের জন্য সংশ্লিষ্ট প্রতিষ্ঠানগুলো কাজ করছে।

পার্বত্য চুক্তি বাস্তবায়ন বিষয়ে উপদেষ্টা বলেন, কিছু সীমাবদ্ধতা থাকা সত্ত্বেও চুক্তির পূর্ণাঙ্গ বাস্তবায়নে সকলে মিলে কাজ চলছে। তিনি প্রযুক্তিভিত্তিক কৃষি উন্নয়ন, পরিবেশ সম্মত ট্যুরিজম এবং নার্সিং খাতে সম্ভাবনার কথা তুলে ধরেন। কফি ও কাজু বাদাম চাষ এ অঞ্চলের অর্থনৈতিক উন্নয়নে বিশেষ ভূমিকা রাখবে বলেও তিনি উল্লেখ করেন।

নরওয়ের রাষ্ট্রদূত হাকন আরাল্ড গুলব্রান্ডসেন বলেন, পার্বত্য চট্টগ্রামের উন্নয়নে বাংলাদেশ সরকারের আন্তরিকতা প্রশংসনীয়। তিনি পারস্পরিক অভিজ্ঞতা বিনিময়ের মাধ্যমে এই অঞ্চলের জনগণের জীবনমান উন্নয়নের আশাবাদ ব্যক্ত করেন। রয়েল ডেনিশ দূতাবাসের রাষ্ট্রদূত ক্রিস্টিয়ান ব্রিক্স মোলার (ক্রিস) এবং ডেনমার্ক দূতাবাসের সেকেন্ড সেক্রেটারি ও হেড অফ পলিটিক্স, ওল্লে লানডিনও একই মনোভাব প্রকাশ করেন।

বৈঠকে আরও উপস্থিত ছিলেন পার্বত্য চট্টগ্রাম বিষয়ক মন্ত্রণালয়ের যুগ্ম সচিব অতুল সরকার, উপদেষ্টার একান্ত সচিব (উপসচিব) খন্দকার মুশফিকুর রহমান এবং সিনিয়র সহকারী সচিব শুভাশীষ চাকমা।

Courtesy Meeting Between Advisor Supradip Chakma and Scandinavian Ambassadors

A courtesy meeting was held today between Supradip Chakma, Advisor (Ambassador, Retd.) to the Ministry of Chittagong Hill Tracts Affairs, and three Scandinavian diplomats: Hakon Harald Gulbrandsen, Ambassador of Norway to Bangladesh; Christian Brix Moller (Chris), Ambassador of the Royal Danish Embassy; and Olle Landin, Second Secretary and Head of Politics at the Danish Embassy.

The meeting took place on Sunday morning at the Advisor’s office in the Chittagong Hill Tracts Heritage Preservation and Research Center, located on Bailey Road, Dhaka. Discussions focused on sustainable development and multidimensional cooperation in the hill tracts region. Advisor Supradip Chakma welcomed and appreciated the diplomats’ interest and ideas regarding development in the region.

He emphasized that quality education, improvement of local livelihoods, biodiversity conservation, and modernization of the agricultural sector are essential for sustainable development in the Chittagong Hill Tracts. These initiatives, he noted, will play a vital role in energizing the local economy and creating employment opportunities.

Advisor Chakma further stated that the current government is committed to democratic values and human rights and is working tirelessly to uphold them. He informed the delegation that, under the directive of Honorable Chief Advisor Dr. Muhammad Yunus, digital transformation of 100 schools in the hill tracts is underway using Star-link technology. Multimedia classrooms have already been introduced, and online activities in these schools are expected to be completed within the next 90 days.

He also highlighted ongoing efforts to preserve the languages and scripts of various ethnic communities through the publication of language-based books at the primary school level, along with specialized training programs for local language teachers.

Addressing the importance of utilizing Kaptai Lake and ensuring benefits for local communities, Advisor Chakma identified livelihood development as a key issue in the hill tracts. He stressed the need for environmentally harmonious economic growth and outlined plans to address water scarcity in the region.

During the meeting, the representatives from the three countries raised topics including the PR and Bangladesh’s upcoming elections. They shared their views on the UN Human Rights Office and assured full support to the Government of Bangladesh in its democratic transition. Advisor Chakma assured them that relevant institutions are working to ensure free, fair, and participatory elections as per the schedule announced by the Election Commission.

Regarding the implementation of the Chittagong Hill Tracts Peace Accord, the Advisor acknowledged existing limitations but affirmed that collective efforts are underway to achieve full implementation. He welcomed the ambassadors’ interest in technology-driven agricultural development, eco-friendly tourism, and the potential of the nursing sector in the region. He also mentioned that coffee and cashew cultivation could significantly contribute to the region’s economic growth.

Ambassador Hakon Harald Gulbrandsen of Norway praised the sincerity of the Government of Bangladesh in developing the Chittagong Hill Tracts and expressed optimism that mutual exchange of experiences could enhance the quality of life for the region’s people. Ambassador Christian Brix Moller (Chris) of the Royal Danish Embassy and Second Secretary Olle Landin of the Danish Embassy echoed similar sentiments.

Also present at the meeting were Atul Sarkar, Joint Secretary of the Ministry of Chittagong Hill Tracts Affairs; Khandaker Mushfiqur Rahman, Private Secretary to the Advisor (Deputy Secretary); and Shuvashish Chakma, Senior Assistant Secretary.
